A movement with no leaders, and no organizational structure, is of course much harder to stop.
Consider the fans of a football team. They might have season tickets or some form or membership, but ultimately, they are a collective of individuals who have a shared goal – turn up at the stadium and see their team play.
They are inspired by emails from the club, and news reports, and talking with their friends. They are inspired – nobody directly tells them what to do. Nobody could be held responsible, if responsibility was in question.
And so it can be with anarchist activities, inspired and not directed. A bit like Trump and his insurrection. Plausible deniability. That means that any individual action is the responsibility of that individual alone. Any risk they take is theirs alone.
The hard part is determining how much you “inspire” such people, and whether any inspiration comes from a figurehead. In some countries, inciting is a crime, especially if the resultant activities are deemed to be terrorist or insurrectionist or traitorous in nature.
